Right-to-Know Law (RTKL) Information

Welcome to the Cornell School District Right-to-Know Law (RTKL) Information Page. Our district is committed to transparency and compliance with the Pennsylvania Right-to-Know Law, Act 3 of 2008, which provides public access to government records.

 

How to Submit a Right-to-Know Request
1.  Complete the Right-to-Know Request Form - See the RTK Request Form below.

2.  Submit Your Request - Request can be submitted to the district's Open Records Officer

Response Time

As the law requires, the district will respond to your request within five (5) business days. If we need additional time, you will be notified in writing and given the reason for the extension.

 

Appeals

If your request is denied, you can file an appeal with the Pennsylvania Office of Open Records within 15 business days of the denial. For details on the appeals process, visit the PA Office of Open Records Appeals.

 

Exemptions and Exclusions

Certain records may be exempt from public access under the law, including but not limited to:

  • Student educational records protected by FERPA
  • Personal identification information
  • Records related to non-criminal investigations
  • See Section 708 of the Right-to-Know Law for a complete list of exemptions.

The district is not required to create a record that does not currently exist or compile, maintain, format, or organize records in a manner not kept at the time of the request.
